Solon says government should seize assets of Kapa founder and refund victims

A lawmaker is urging the government to make the necessary legal procedures to seize the assets of Kapa founder Pastor Joel Apolinario.

After years of hiding, Apolinario was apprehended along with 23 others by the authorities on July 21 at an isolated resort in Sitio Dahican, Barangay Handamayan in Lingig town, Surigao del Sur. He is the founder of the Kapa Ministry, which ran a multi-billion pyramiding scheme scam that duped thousands of unsuspecting investors mostly in Mindanao.

Puwersa ng Bayaning Atleta (PBA) Party-list Rep. Jericho Nograles, stepped in to suggest that the government should freeze Apolinario’s financial assets and liquidate it to refund the “investors.”

“Apart from filing criminal charges against Apolinario, the government should start legal procedures to facilitate the seizure of his assets that include vast tracts of land and luxury vehicles that include helicopters and a private plane. The government should also freeze all of his finances which can be liquidated and be used to refund his victims,” Nograles was quoted on the Manila Standard.

Nograles urged the Philippine National Police (PNP) and the National Bureau of Investigation (NBI) to investigate reports that Apolinario used dummies to “preserve his assets” and established “stash houses” to keep huge amounts of money.

“He still has lots of money and influence. I’m sure that he would use everything in his disposal just to free himself,” Nograles said.

“The PNP and the NBI should recover KAPA assets as much as they can so that the government can still refund some of the money from KAPA’s investors,” he added.
