Duterte approved Republic Act (RA) 11164, which increased the old-age pension of senior veterans to P20,000 per month from the current P5,000. The President signed the law last December 20, 2018 but its copy was released on Thursday, January 10.

Under the RA 11164, World War II, Korean War, and Vietnam War veterans shall receive a P15,000 increase in the monthly old-age pension from the Armed Forces of the Philippines (AFP). However, it will be only be eligible to living senior veterans and  will no longer be transferable to their families or dependents.

The initial budget for the increase will be taken from this year’s Philippine Veterans Affairs Office fund. However, in the succeeding years it will be part of the annual General Appropriations Act.

The law stated, “The PVAO shall prioritize the distribution of the benefits granted under this Act from whatever available appropriation that will be included in the annual General Appropriations Act.”

In September of last year, the Philippine Veterans Affairs Office (PVAO) was fervently wishing that the pension increase would be enacted by December as a “Christmas gift.”

PVAO Administrator and Defense Undersecretary Ernesto Carolina said that the number of war veterans are declining everyday. Carolina said, “We are estimating that in five years’ time, wala nang matitira sa kanila. Kaya inaapura natin na maibigay lahat yung mga benepisyo nila.”
